Job Description
The Marine Compliance Coordinator is a member of the Marine Operations Department and is responsible for ensuring company and fleet-wide compliance is monitored, maintained, and documented by interfacing with Flag State Administrations, Classification Societies, Port State Control, other regulatory agencies, and Noble Drilling personnel both onshore and offshore, as required. QUALIFICATIONS Bachelor’s Degree preferred. Six years+ of experience working in related field (Oil & Gas, Maritime, Flag, Class, Port State Control, or similar regulatory agency). Proficient in all Microsoft Office programs Experience and good understanding of modern web based Electronic Document Management Systems (“EDMS”) as well as traditional paper-based systems. Hold certification or ability to be certified for Offshore Oil & Gas travel (BOSIET, OGUK, etc.). Knowledge of HTML, SharePoint, PowerBI, and other tracking systems Strong technical writing skills. Strong interpersonal and communication skills. Ability to quickly learn and implement new procedures and systems within a project environment. Proactive; ability to work independently or with groups. Strong organization skills Ability to manage time and prioritize. ESSENTIAL FUNCTIONS Interface with Flag, Class, and Coastal States to maintain fleet-wide compliance with certificates, surveys, and external audits. Interface with Noble personnel onshore and offshore to maintain fleet-wide compliance with documents, certificates, surveys, and external audits. Assist with International Safety Management (ISM), International Ship and Port Security (ISPS), ISO 9001, ISO 14001 and ISO 18001 internal and external audits. Participate in documentation audits on-board vessels and remotely. Identify gaps and areas of improvement within the company’s regulatory compliance program through routine reviews of areas of responsibility Proactively manage Noble’s systems to ensure regulatory compliance Maintain regulatory documentation and records in accordance with Noble’s Management System. Provide input with development of document control procedures and work instructions. Maintain the library and central filing system – including controlled documents and records. Support indexing and archiving of paper records to offsite storage provider as required. Support requests for retrieval of paper records from offsite storage provider. Primary point of contact for incoming documentation packages via FedEx, DHL, courier etc. Prepare for distribution by performing the following tasks: typing, label making, page assembly, copying of manuals/drawings, reports, analyses, and scanning. Ensure documents and procedures, as per client contract requirements, are managed effectively and assist with reviews as necessary. Develop slide presentations and communication documents as required. Complete technical writing as necessary. Assist with preparation and execution of documentation pertaining to vessel sales and transfers; interface with Tax and Legal departments as required Develop dashboards to improve visibility and facilitate compliance objectives. Train onshore and offshore personnel on correct usage of Noble EDMS. Alternate administrator for user access and updates to subscription accounts Account Manager for Flag and Class online portals with responsibility for updating personnel access accounts and accuracy of Noble company and fleet information. Assist SMEs with manual (operations, SOPEP, BWMP, etc.) and documentation (drawings, Corrective Actions, etc.) submittals to Flag and Class for approval. Manage all compliance invoices and maintain clear records through databases and dashboards. Monitor and track closing out of engineering review and approval cycles with Class, providing a weekly report on items open/closed and proactively expediting further closure of open items Issue transmittals and workflows from the EDMS Provide constructive solutions to problems Other duties as assigned.
