Anchor Handling Skills and Material Barge Maneuvering for platform decommissioning work. Valid Medical Certificate. First/Aid/CPR training certificate. State Driver’s License. TWIC. The Master has the overriding responsibility and authority to make immediate decisions in respect of: - The Master must ensure that all crew are familiarized with the vessel’s operation and are trained to discharge their duties in a safe and efficient manner. - The Master is responsible for supervision of all persons onboard in carrying out their assigned duties; - If, at any time, the Master has suggestions and recommendations for improvement of the TSMS, he should make them in writing to the DPA. - The Master will ensure that all lifesaving equipment is properly maintained and ready for use at all times. - The Master will ensure the following for hatches and other openings: 1. All towing vessels must be operated in a manner that minimizes the risk of down-flooding and progressive flooding. 2. All hatches, doors, and other openings designed to be watertight or weather-tight function properly. 3. The master or Watch Captain of a navigational watch must ensure all hatches and openings of the hull and deck are kept tightly closed except: A. When access is needed through the opening for transit; B. When operating on rivers with a tow, if the master determines the safety of the vessel is not compromised; or C. When operating on lakes, bays, and sounds, without a tow during calm weather, and only if the master determines that the safety of the vessel is not compromised. 4. Where installed, all watertight doors in watertight bulkheads must be closed during the operation of the vessel, unless they are being used for transit between compartments; and 5. When downstreaming, all exterior openings at the main deck level must be closed. 6. Decks and bulkheads designed to be watertight or weathertight must be maintained in that condition Master’s Duties - Within the context of the assignment, the Master is free to allocate priorities and resources, as he thinks fit; - He can modify routes to avert potentially hazardous situations, advising the office as soon as practical; - He must ensure that his vessel is properly equipped and manned to undertake the assignment, including the provision of updated and corrected charts and publications; - Should any emergency situation arise, the Master must take immediate action, as he deems necessary, keeping the office advised of the situation; - If the Master, at any time, fees that commercial pressure or priorities are taking precendence over safety matters, he shall report he situation immediately. - The Master must ensure that LA Carriers, LLC’s Safety and Environmental Policies is known to all crew onboard and that the crew is trained in all relevant procedures; - The Master must issue orders in a clear and simple manner and pass on the benefit of this knowledge and experience to the crew, guiding them suitably in the discharge of their duties;
