Job Description
General description ◾ Navigation when on duty during transit ◾ Assist the OIM with Dynamic Positioning during his duty hours. ◾ When on duty, supervision of loading, unloading, and ballasting operations onboard, and assisting the OIM in carrying out daily calculations regarding stability, weight of deck-loads, and contents of tanks ◾ When on duty, supervision of the helicopter operations onboard, and personnel transport to/from the rig by other means when necessary ◾ In co-operation with the OIM, supervision of the maintenance of hull, superstructure and marine equipment, including safety equipment, rescue equipment and the escape routes ◾ Ensure that the Safety Plans, Station Bills, Muster Cards, and Contingency Manuals are kept properly updated ◾ Assist the OIM in any emergency situation onboard ◾ Act as Damage Control Leader/Fire Marshal when on duty or when the Marine Section Leader is incapacitated ◾ Check that the deck personnel have sufficient professional education, and ensure that they get “on the job training” ◾ Check tanks and confined spaces by use of a portable gas detector instrument before any personnel is permitted to enter for work or inspection ◾ Assist the OIM in keeping the collection of flag-state, national, and international rules and regulations updated ◾ Check that all containers, baskets, etc. including the accompanying lifting equipment, are properly certified upon arrival onboard ◾ In co-operation with the OIM, carry out regular inspections and controls of the safety and rescue equipment, the cargo gear, the marine equipment, and the rig within the area of responsibility; and check that all relevant certificates are valid, and when required, arrange for renewal of the certificates ◾ Lead the Able Bodied Seamen Team ◾ Make the required entries in the deck logbook, other logbooks, and in the maintenance system regarding all matters within the area of responsibility. (Special attention shall be made to entries in the maintenance system of new or modified safety and rescue equipment) ◾ Ensure that reports within the area of responsibility are prepared and forwarded in accordance with the instructions in the Sirius Management System. Particular attention shall be paid to accident reports, near miss reports, and reports from safety meetings, emergency drills and inspections Assist the OIM in following up that the relevant rules and regulations regarding the working environment and the protection of the outer environment are attended to. Responsibility ◾ The Assistant Marine Section Leader will assist the Marine Section Leader or the OIM under instruction in ensuring that the following activities are carried out in accordance with applicable rules and regulations, terms of contract, Noble operating procedures and good industry practice. ◾ The Assistant Marine Section Leader will assist the Marine Section Leader /OIM in keeping accurate records of quantities, properties and locations of hazardous products and ensures that information required for emergency response management is readily available in the emergency response control Centre. ◾ The Assistant Marine Section Leader will assist the Marine Section Leader /OIM in keeping accurate records of certificates pertaining to lifting equipment and for securing traceability between the certificate and the component. ◾ The Assistant Marine Section Leader under the direction of the Marine Section Leader /OIM is responsible for the management of the Control Room activities including the conduct of an efficient monitoring programme that includes rig station-keeping and stability parameters. ◾ The Assistant Marine Section Leader under the directions of the Marine Section Leader /OIM will be supervising and managing the bulk system. ◾ The Assistant Marine Section Leader under the directions of the Marine Section Leader /OIM will be responsible for the life saving equipment and insure it is ready for use at all time. ◾ The Assistant Marine Section Leader under the directions of the Marine Section Leader /OIM is responsible for compliance to class and flag at all time. ◾ The Assistant Marine Section Leader under the directions of the OIM or the MarineSection Leader will be responsible for all radio equipment and ensuring it is certified and working in compliance to rules and regulation, class and flag at all times. ◾ The Asst Marine Section Leader will lead the Able Bodied Seamen Team to execute his responsibilities. ◾ The Assistant Marine Section Leader is responsible for ensuring that the relevant requirements of the Management System are implemented within his area of responsibility, and he has the authority to instigate immediate remedial action required to prevent the occurrence of a non-conformance detected within the area of responsibility. Further the Assistant Marine Section Leader has the responsibility for the following: ◾ The Assistant Marine Section Leader will assist the OIM in handling all marine matters related to the operations of the rig, e.g. navigation, Dynamic Positioning of the rig, anchor handling, stability, loading/unloading, weight distribution, relevant maintenance work, etc. ◾ The safety of all personnel working under his management ◾ Appraisal of personnel and assess and evaluate marine crew performance and competency in conjunction with Marine Section Leader / OIM ◾ Responsible for lifting gear locker under the instruction of the Marine Section Leader / OIM ◾ The Assistant Marine Section Leader has the authority to sign routine Work Permits during the 12-hour period when OIM is off duty Authority Where responsibility is allocated the matching authority is also granted, unless otherwise stated. Stop any operation when deemed unsafe to continue. Documentation and record responsibilities ◾ Make the required entries in logbooks, and in the maintenance system regarding all matters within the area of responsibility. (Special attention shall be made to entries in the maintenance system of new or modified safety and rescue equipment) ◾ Conduct and keep records of light weight revision log ◾ Checking that manifests/cargo lists and passenger manifests are made prepared and delivered to the transporting unit, and copies filed onboard ◾ Assist the Marine Section Leader in monitoring the cost control and inventory lists in respect of materials for the rig. Supply budget input for coming years. ◾ Hand-over reports. Qualification requirements Experience: ◾ Minimum 3 years of experience in supervisory marine position on MODUs Certification Requirements: ◾ Training according to training matrix ◾ Certification of Competency - STCW A-II/2 Master Unlimited ◾ GMDSS certificate Additional Skills: ◾ Good interpersonal skills - ability to communicate at all levels ◾ Conversant with environmental management, quality management and safety management principles ◾ Computer literate ◾ Good verbal and written English skills Deputy N/A Requisitioning authority Determined by job grade/role as per corporate guidelines. Job Description
General description ◾ Navigation when on duty during transit ◾ Assist the OIM with Dynamic Positioning during his duty hours. ◾ When on duty, supervision of loading, unloading, and ballasting operations onboard, and assisting the OIM in carrying out daily calculations regarding stability, weight of deck-loads, and contents of tanks ◾ When on duty, supervision of the helicopter operations onboard, and personnel transport to/from the rig by other means when necessary ◾ In co-operation with the OIM, supervision of the maintenance of hull, superstructure and marine equipment, including safety equipment, rescue equipment and the escape routes ◾ Ensure that the Safety Plans, Station Bills, Muster Cards, and Contingency Manuals are kept properly updated ◾ Assist the OIM in any emergency situation onboard ◾ Act as Damage Control Leader/Fire Marshal when on duty or when the Marine Section Leader is incapacitated ◾ Check that the deck personnel have sufficient professional education, and ensure that they get “on the job training” ◾ Check tanks and confined spaces by use of a portable gas detector instrument before any personnel is permitted to enter for work or inspection ◾ Assist the OIM in keeping the collection of flag-state, national, and international rules and regulations updated ◾ Check that all containers, baskets, etc. including the accompanying lifting equipment, are properly certified upon arrival onboard ◾ In co-operation with the OIM, carry out regular inspections and controls of the safety and rescue equipment, the cargo gear, the marine equipment, and the rig within the area of responsibility; and check that all relevant certificates are valid, and when required, arrange for renewal of the certificates ◾ Lead the Able Bodied Seamen Team ◾ Make the required entries in the deck logbook, other logbooks, and in the maintenance system regarding all matters within the area of responsibility. (Special attention shall be made to entries in the maintenance system of new or modified safety and rescue equipment) ◾ Ensure that reports within the area of responsibility are prepared and forwarded in accordance with the instructions in the Sirius Management System. Particular attention shall be paid to accident reports, near miss reports, and reports from safety meetings, emergency drills and inspections Assist the OIM in following up that the relevant rules and regulations regarding the working environment and the protection of the outer environment are attended to. Responsibility ◾ The Assistant Marine Section Leader will assist the Marine Section Leader or the OIM under instruction in ensuring that the following activities are carried out in accordance with applicable rules and regulations, terms of contract, Noble operating procedures and good industry practice. ◾ The Assistant Marine Section Leader will assist the Marine Section Leader /OIM in keeping accurate records of quantities, properties and locations of hazardous products and ensures that information required for emergency response management is readily available in the emergency response control Centre. ◾ The Assistant Marine Section Leader will assist the Marine Section Leader /OIM in keeping accurate records of certificates pertaining to lifting equipment and for securing traceability between the certificate and the component. ◾ The Assistant Marine Section Leader under the direction of the Marine Section Leader /OIM is responsible for the management of the Control Room activities including the conduct of an efficient monitoring programme that includes rig station-keeping and stability parameters. ◾ The Assistant Marine Section Leader under the directions of the Marine Section Leader /OIM will be supervising and managing the bulk system. ◾ The Assistant Marine Section Leader under the directions of the Marine Section Leader /OIM will be responsible for the life saving equipment and insure it is ready for use at all time. ◾ The Assistant Marine Section Leader under the directions of the Marine Section Leader /OIM is responsible for compliance to class and flag at all time. ◾ The Assistant Marine Section Leader under the directions of the OIM or the MarineSection Leader will be responsible for all radio equipment and ensuring it is certified and working in compliance to rules and regulation, class and flag at all times. ◾ The Asst Marine Section Leader will lead the Able Bodied Seamen Team to execute his responsibilities. ◾ The Assistant Marine Section Leader is responsible for ensuring that the relevant requirements of the Management System are implemented within his area of responsibility, and he has the authority to instigate immediate remedial action required to prevent the occurrence of a non-conformance detected within the area of responsibility. Further the Assistant Marine Section Leader has the responsibility for the following: ◾ The Assistant Marine Section Leader will assist the OIM in handling all marine matters related to the operations of the rig, e.g. navigation, Dynamic Positioning of the rig, anchor handling, stability, loading/unloading, weight distribution, relevant maintenance work, etc. ◾ The safety of all personnel working under his management ◾ Appraisal of personnel and assess and evaluate marine crew performance and competency in conjunction with Marine Section Leader / OIM ◾ Responsible for lifting gear locker under the instruction of the Marine Section Leader / OIM ◾ The Assistant Marine Section Leader has the authority to sign routine Work Permits during the 12-hour period when OIM is off duty Authority Where responsibility is allocated the matching authority is also granted, unless otherwise stated. Stop any operation when deemed unsafe to continue. Documentation and record responsibilities ◾ Make the required entries in logbooks, and in the maintenance system regarding all matters within the area of responsibility. (Special attention shall be made to entries in the maintenance system of new or modified safety and rescue equipment) ◾ Conduct and keep records of light weight revision log ◾ Checking that manifests/cargo lists and passenger manifests are made prepared and delivered to the transporting unit, and copies filed onboard ◾ Assist the Marine Section Leader in monitoring the cost control and inventory lists in respect of materials for the rig. Supply budget input for coming years. ◾ Hand-over reports. Qualification requirements Experience: ◾ Minimum 3 years of experience in supervisory marine position on MODUs Certification Requirements: ◾ Training according to training matrix ◾ Certification of Competency - STCW A-II/2 Master Unlimited ◾ GMDSS certificate Additional Skills: ◾ Good interpersonal skills - ability to communicate at all levels ◾ Conversant with environmental management, quality management and safety management principles ◾ Computer literate ◾ Good verbal and written English skills Deputy N/A Requisitioning authority Determined by job grade/role as per corporate guidelines.
